Installation Assurance & Community Resilience in California

BOTTOM LINE UP FRONT

The Solano County/Fairfield, California community is working with Travis AFB to mutually address

the community infrastructure that impacts the missions of the base, and design projects to not just support the mission, but reach toward full mission assurance, while also enhancing the readiness of the community.

The Story

“Readiness” is an important watch word for both the military and local governments. Cyber threats, direct kinetic attacks, accidents, floods, wildfires, storms, earthquakes and aging infrastructure systems all threaten the ability of a military installation to accomplish its mission, and a local government to protect the health, safety, and welfare of its citizens. Jointly addressing these threats is a key element in the Office of Local Defense Community Cooperation’s (OLDCC) Installation Resilience program.


The City of Fairfield used their second Installation Readiness grant to conduct conceptual design on local power generation which will have the capacity to provide 100% of the power requirements of Travis AFB, while also supporting the growth of a new business park and data center in the community. The team evaluated a mix of potential power generation and storage technologies, and provided data for a connection option to Travis AFB through a future unique and secure line. This project will contribute directly to the ability of Travis AFB to meet the Department of Defense directive to achieve 14-day mission assurance in the face of readiness threats, and will set the community on track to achieve their own 14-day readiness capability.


The SONRI Team provided project management support for the community, including quality assurance/quality control oversight of the design team, as well as supporting the City of Fairfield’s grant administration needs. 


As the Project Coordinator of the Travis Regional Macro Energy Resilience Feasibility Study and Concept Design Project, the SONRI Team:


• Supported grant budget and activity monitoring and reporting, including providing the use of SONRI’s MIRR Grant Cost Tracking and Reporting Tool © SONRI, Inc., All Rights Reserved;

• Provided subject matter expert inputs into the Travis Regional Resiliency Report; and,

• Worked with the City Project Manager to provide oversight and quality assurance/quality control services in managing the contracting team hired to conduct the study

CONCLUSION

While other communities have conducted successful Installation Resilience studies, this project uses

OLDCC funding to implement the findings of a past project. This will give the City of Fairfield and the

Solano County Region a leg up for other Federal funding, including OLDCC’s Defense Community

Infrastructure Program (DCIP) grants program. In addition, this project is promoting an ever-increasing degree of communication and cooperation between Travis AFB and the defense communities who host it. SONRI is proud to have played a key role in this project!
