Steve Bonner is SONRI's President and Chief Executive Officer. He has an extensive resume in government, including service as Special Assistant to the Secretary of Defense for Compatible Land Use in the Bush and Obama Administrations. Mr. Bonner is a recognized leader in developing partnerships between military bases and communities, having participated in developing the underlying legal authority, program policy, and fostering of partnerships that promote mission and community readiness, produce mutual benefits, generate efficiencies, and lower the cost of doing business. He is also one of the leading practitioners in America for military-community infrastructure readiness and mission assurance, supporting projects in communities and with bases nationwide. In this field he brokered the first-ever Blanket Intergovernmental Support Agreement (IGSA) between a military base and a regional government. He also holds the distinction of being the only local government consulting firm in America to successfully broker IGSAs with each of the three (3) Branches of the DoD: U.S. Army, U.S. Navy, and U.S. Air Force.

Fred Meurer partners with the SONRI Team as an Independent Consultant. He is also the owner of Meurer Municipal Consulting, LLC, a Service-Disabled Veteran-Owned Small Business with a primary focus on assisting military communities and the Installations they host in developing relationships to enhance their common need for critical infrastructure readiness and mission assurance. He was the catalyst for creating the concept of IGSAs with the Military bases in Monterey and partnership agreements between the Cities on the Monterey Peninsula, Monterey County, and the State of California for shared public safety and municipal services. He also developed partnerships with the private sector to augment City services. He is currently working as an independent consultant supporting communities in California, Texas, and Oklahoma with community and installation critical infrastructure readiness and mission assurance. Fred’s lifetime of innovation, leadership, and selfless service was recognized by the Association of Defense Communities with their prestigious President’s Award in October 2025.

Chris Miller partners with the SONRI Team as an Independent Consultant. He brings over 30 years of combined leadership experience in the U.S. Air Force and the private sector. He has been actively engaged in military-community partnership efforts since 2014, helping to establish more than 480 agreements valued at $160 million in benefits to the Air Force. His leadership contributed to the development of the first Air Force Blanket IGSA between Joint Base San Antonio and the Alamo Area Council of Governments. He also played a key role in facilitating an IGSA for waste disposal services between Dyess AFB and the City of Abilene, demonstrating his ability to create mutually beneficial, cost-effective solutions. In the private sector, he managed strategic growth and Federal construction programs as a senior project leader. As an Independent Consultant, he continues to leverage his engineering expertise, strategic vision, and collaborative leadership to support defense missions and community infrastructure readiness. He is a licensed Professional Engineer in the state of Wyoming and holds Master of Business Administration from Cameron University.

About the SONRI Team

The SONRI Team is at the forefront of both national policy development and on-the-ground implementation of the laws and programs that guide and support the relationships and partnerships that local government entities can enjoy with the military installations they host. Fred Meurer, of Meurer Municipal Consulting, quite literally created the gold standard of partnerships between the City of Monterey, CA and U.S. Army Garrison Presidio. Chris Miller worked with Steve and Fred in supporting the creation of the Air Force Community Partnership Program. Together, they fostered new community-installation partnerships across America, including the historic first Blanket Intergovernmental Support Agreements (IGSA) for both the Air Force and the Army.

 

The SONRI Team is the leading organization in America for the administration of Office of Local Defense Community Cooperation (OLDCC) Installation Readiness (IR) grants and execution of infrastructure studies funded by those grants. In addition, we are leading practitioners in the development of IGSAs, and advise multiple communities on workforce housing, infrastructure development, and large-scale project partnering with the Military Services, such as the development of a new campus to house 16th Air Force at Port San Antonio.
